There is also one line in the county's adopted plan that cuts the other way, and it is below.

Three Watersound communities, two counties, two very different tax bills.

This community is in unincorporated Bay County at about 12.37 mills. The neighbouring Watersound communities are in unincorporated Walton County at about 9.04 mills. They are also effectively built out. Never accept a blended "Watersound area" figure for tax, and do not let anything written about those communities be applied to this one.

The person at the builder's sales desk works for the builder. You can have a Florida agent on your side instead, touring with you, reading the contract line by line, and pushing for every incentive, upgrade and closing-cost credit the builder will give. It costs you nothing: on new construction the builder already budgets your agent's fee whether you bring one or not. The one catch is timing. You usually need your own agent from the very first visit, or the builder will not recognise them and you lose it. Start here and we will set it up.

What a local would tell you

You are on the coast and you are not in an evacuation zone. And the county can lower the standards here because you are over 55

Start with the good one, because it is rare and it is verified twice. This community is outside every Florida storm-surge evacuation zone. The state's emergency management surge layer returns nothing here, and so does the county's own evacuation layer, which is a genuinely independent second source.

A negative result is worthless unless you prove the layer works, so we ran four control points. A Gulf shoreline point and Grayton Beach both correctly returned category one zones. The pier area at Panama City Beach returned category four and the county's Zone A. The West Bay shoreline immediately south of here returned category one and Zone A. So the water's edge nearby is in the first group ordered out, and this community is in no zone at all. Every competing page in this market says "near the beach". None of them can tell you whether you get evacuated.

Now the honest counterweight, and it is specific to communities exactly like this one. The county's adopted plan contains a sentence that says the level of service standards for schools, potable water and sanitary sewer may be lowered for age-restricted units by the commission when it approves a detailed area plan, based on accepted engineering and planning practice.

Read that carefully. This is a 55+ community approved under exactly that kind of plan. The schools part will not trouble most buyers here. The water and sewer part might, because it means the concurrency standard your community was judged against is not necessarily the standard applied to a family community down the road, and the decision is discretionary rather than automatic. We are not saying it was lowered here. We are saying the county reserved the power to, in writing, and no marketing page anywhere mentions it.

It matters more because of how these approvals work. A detailed area plan must be approved by the county commission and expressly does not require a comprehensive plan amendment. Two advertised hearings, a planning commission recommendation, then a commission decision. No state review. So the entitlement envelope is locked at the top level, but nearly everything that shapes your actual neighbourhood is decided locally by five people.

Two more provisions worth knowing, both real and both in the adopted plan. Approval is blocked in part of the sector plan until a federal general permit and a state ecosystem management agreement are in place, and the existing authorisations cover tens of thousands of acres with ten conservation units. And a failure to file the annual monitoring report on time may lead to a withholding of development permits. Those are teeth, and they cut in the buyer's favour.

So ask five things in writing before you contract: whether any level of service standard was lowered for this community and which ones; the association's recorded declaration, current budget and reserve study rather than the marketing fee sheet; a bindable wind insurance quote on the specific address; the current flood determination for that lot; and what the builder will actually give on incentives at your price point.

No district assessment, an unincorporated address that costs more, and road money that is already spent

In most Florida new construction the hidden line item is the community development district: a special assessment on your tax bill, often one to three thousand dollars a year, funding bonds that paid for the roads and pipes. Buyers moving here from Central Florida or the Tampa area have been trained to look for it. There is not one here, and we did not take anyone's word for that.

The master developer is a publicly traded company. Its annual report states that its total district debt across all of its land holdings is about $9 million, made up of a Leon County community, a retail centre and a legacy community elsewhere in this county. None of it is here. Independently, the state revenue department's certified 2025 taxing authority reports show zero in both the independent-district operating and independent-district debt columns for every taxing district in both counties. A statement in a securities filing carries legal exposure that a sales sheet does not, which is why we lead with it. The one thing we could not do is reach the state's special district registry, so we cannot rule out that a district is petitioned in future.

Now the tax, and it runs backwards from what you have been told. An unincorporated address here totals about 12.37 mills while the city next door totals about 10.91. The reason is specific: the county levies a fire services charge of about 1.38 mills that applies only outside the cities, and that city levies no city operating millage of its own. So the usual advice to buy outside the city limits to save on tax is simply wrong in this county. We confirmed the jurisdiction two ways, through the county parcel record's tax district and through the municipal boundaries layer, with a control point downtown that correctly returned a city.

On roads, the pattern is clear once you separate what has been spent from what is programmed. The two large projects serving this corridor, a widening and reconstruction on one highway and a long resurfacing on another, are almost entirely in the already-committed column, with essentially nothing new programmed across the next four years. Note the type of work on the second one: resurfacing, not widening. Meanwhile the coastal highway segment fronting the neighbouring Walton communities carries about $16.5 million of preliminary engineering in a single future year and zero for right of way or construction in any year. The developer's own obligation is narrower than people assume: the adopted policy requires it to provide right of way before development that needs a highway improvement, and the county's primary roadway network map is expressly conceptual rather than funded.

On what the sector plan actually protects, the numbers are large and they are binding. Across the full 110,500 acres, a preservation area of about 37,600 acres and a long-term conservation area of about 15,600 acres together hold 48 per cent of the plan out of development, with a further 4,300 acres of recreation and open space and 6,700 of agriculture and timberland. Conservation easements are placed on that land at the time each detailed area plan is approved and recorded incrementally, and land for public facilities transfers to the county when the development order issues. That is a real structural reason the setting here is likely to stay as it is.

What to ask for that is not published: the detailed area plan approving your neighbourhood and its conditions; the association's recorded declaration, budget and reserve study; whether any level of service standard was reduced for this community; a sample tax bill for a closed comparable showing every non-ad-valorem line; and the current effective flood determination for the specific lot.

The area

A flood map revised after the panel was printed, and why none of this tells you what wind costs

On flooding, the sampled result here is good and the caveat is important. A point inside the community returns an area of minimal flood hazard, outside the special flood hazard area, on a map panel effective in late 2024. Our control point on the Gulf shoreline correctly returned a coastal high-hazard designation with a fifteen-foot base flood elevation, so the layer resolves the serious zones properly and this negative is real rather than a gap in the data.

Then the detail almost nobody carries. A federal letter of map revision covering this community became effective in August 2025, after the countywide panel was printed. We confirmed the point falls on a tract in this community through the county's own parcel layer. The same query at the two Walton communities returned no such revision. What that means practically: any buyer, lender or insurer working from the printed panel is working from superseded mapping, and the current determination for a specific lot is a different document from the one most people are shown.

Two limits. These are single sampled points, not parcel-level determinations, and hazard boundaries inside a community this large are irregular. So we publish no flood zone for any individual address. Pull the current effective determination for the exact lot.

On insurance, we are going to disappoint you and then explain why that is the right answer. We could not obtain an average homeowners premium for this county from the state insurance regulator, with or without wind. The regulator publishes no retrievable county-level table split that way; its only county-level tool is interactive and returns sample company quotes rather than averages. Every figure circulating online for these counties comes from an insurance agency or a relocation blog. We will not launder one of those into a page that is otherwise sourced to adopted plans and securities filings.

And here is the error that absence invites, so we will say it plainly. Being outside a special flood hazard area tells you about flood insurance and tells you nothing about wind. Wind is priced on the wind-borne debris region, distance to the coast, roof shape, opening protection and year of construction. A new home built to current Panhandle code should price far better than older stock, and that is a real advantage of buying new here. But the only number that matters is a bindable quote on the specific address, and you should get it before your financing contingency expires rather than after.

On schools, we are publishing no school names, and the reason is sharper than usual. The county's mapping does return three schools at this location, but the elementary zone polygon covering this community was last updated in 2012, which is before this community existed, while a neighbouring zone was updated in 2025. That polygon is almost certainly not current, and the district's own authoritative lookup is an interactive tool we could not query. In a 55+ community this matters little for your own household, but it matters for resale, so run any address through the district's own tool rather than trusting a map.

Finally, the two neighbouring communities you will inevitably be shown are effectively finished, with roughly 18 and 68 homesites left at the last year end, and both sit in the other county under an older approval instrument. They are resale markets now. If someone quotes their tax rate, assessments or club terms as though they applied here, they do not.

What you need to know

Buying new construction with someone on your side

Representation is free and the timing is the catch, as above. It matters more than usual here for one structural reason: there is only one builder. On a multi-builder master plan you can price the same homesite against three companies. Here you cannot, so your comparison has to come from outside the gates, and that is exactly the work an agent who is not paid by the seller can do for you.

On the builder, fairly and in both directions. This community is built and sold by a joint venture between the landowner and Minto Communities under a licensed lifestyle brand, and the county's parcel records show the venture as owner. That concentration means one accountable counterparty and no builder-blames-developer gap, which is a real advantage when something goes wrong, and it also means no price competition inside the community. The landowner runs eighteen different homebuilders across its other communities, so the single-builder structure here is a choice rather than a constraint.

One genuinely reassuring number from the securities filings: the venture's outstanding debt principal was zero at the last fiscal year end, against about $41 million a year earlier, and its loan maturity was extended out to 2029. A developer without debt pressure behaves differently from one with it, particularly on pace and on incentives.

Two things we will not claim. We obtained no recorded declaration for the association here, so nothing on this page describes what your covenants actually require. And we did not search Florida regulatory enforcement records or civil dockets for the builder, so read the absence of any such note as unchecked, not clean. If that matters to you, ask and we will have it pulled properly rather than repeat a rumour.

The rest is the same everywhere and it is not complicated: hire your own independent inspector at pre-drywall, again at final walkthrough, and once more before the one-year warranty expires. On this coast, pay particular attention at pre-drywall to opening protection, roof attachment and the wind mitigation features your insurer will want documented. Read the limited warranty booklet before you sign rather than after. And read what the purchase agreement says about completion timing, price changes before closing, and dispute resolution.

What is a sector plan, and why does it matter to me?

It is a two-tier planning device Florida allows for very large landholdings, and the second tier is the part that affects you. Tier one is a long-term master plan adopted as a comprehensive plan amendment, which fixes the outer envelope: maximum units, maximum commercial square footage, conservation areas and a conceptual road network. Tier two is a Detailed Specific Area Plan, minimum a thousand acres, which is what actually authorises development on a specific piece of ground. Here is the load-bearing part, in the adopted policy's own words: those detailed plans must be approved by the county commission and will not require a comprehensive plan amendment. Two advertised hearings, a planning commission recommendation, then a commission decision. No state review. That is how thousands of units get added in this corridor without a state-level process, and it means the practical decisions about your community are made by five county commissioners rather than by anything higher.

Is this community in a hurricane evacuation zone?

No, and we verified it with two independent government layers and four control points because a negative result is worthless unless you prove the layer works. The state emergency management surge layer and Bay County's own evacuation layer both return no feature at this community. The controls that correctly returned zones were a Gulf shoreline point and Grayton Beach in Walton, both category one, and the Panama City Beach pier area and the West Bay shoreline in Bay, category four and category one respectively and both county Zone A. So Gulf-front property about a mile and a half south of the neighbouring Walton communities is in the first group ordered out, the West Bay shoreline immediately south of this one is Zone A, and this community is in no zone at all. That is a real and unusual thing to be able to say about a coastal Panhandle address. It does not mean no evacuation order will ever reach you, and it says nothing about wind insurance.

What does living in an unincorporated address cost me in tax?

More than the city next door, which is the opposite of what most Panhandle buying guides tell you. On certified 2025 rates, an unincorporated Bay County address in this district totals 12.3739 mills while the City of Panama City Beach totals 10.9139. The reason is specific: the county levies a fire services levy of 1.3800 mills that applies only outside the cities, and Panama City Beach levies zero city operating millage of its own. So the usual logic runs backwards here. Worth knowing separately that the two counties in this corridor are very different: unincorporated south Walton totals about 9.0357 mills, a gap of about 3.34 mills or roughly 37 per cent more tax per dollar of taxable value on the Bay side, driven mostly by county operating and school required local effort. Walton's beachfront tax base lets it meet its school requirement at less than half Bay's rate. Never accept a blended "Watersound area" tax figure, because the two counties are about $1,500 a year apart on a typical home.

What is the homeowner association, and is there a club to join?

There is a single association layer here, which is simpler than most large Florida communities. From the builder's own published fee schedule, monthly dues for 2026 run roughly $337 to $377 depending on product, with villas and cottages at the upper end because they add exterior maintenance reserves. At closing the builder's schedule shows a $100 community foundation contribution, which it matches, and a $500 working fund contribution. Stated inclusions are common area maintenance, amenity centre access, lifestyle programming, a shuttle, association insurance, the gates and lot landscape maintenance. Two caveats we insist on. Those are the builder's published marketing figures, not an association budget, and we did not obtain any recorded declaration. And separately, the neighbouring communities in Walton County operate a private club with its own recorded declaration and membership plan that we could not read, because the county clerk's records system returned server errors on every search; nothing in that applies here, but do not let anyone import it either way. Ask for your association's recorded documents and current budget.
