The part nobody connects

You would not be buying a subdivision. You would be buying a pod inside a small city.

Almost everything written about this project treats it as a townhome community. It is one, but it is a townhome community sitting inside a 176-acre master planned unit development whose approved entitlements read like a downtown.

The same rezoning that allows the housing also allows, on that land: 365,000 square feet of hospital, 250,000 square feet of medical office, 150,000 square feet of general office, 155,000 square feet of retail, and 250 hotel rooms. The residential entitlement is 1,275 multi-family units across the whole MPUD; your district is 500 of them on 70 acres.

None of that commercial is built and none of it is promised. Entitlements expire, markets change, hospitals get built somewhere else. But it is approved, it is on the same land, and it is the single biggest thing that will determine what living there feels like in ten years. A sales office will describe the amenity center. It will not walk you through the master plan's non-residential pods.

How to use this: when there is finally a sales office, ask for the MPUD master plan, not the site plan for your phase. Ask which pod is adjacent to the homesite you are considering, and what its approved use is. That question is answerable from public documents and a straight answer is not hard to give.

About the plan

Three documents, three different numbers

The rezoning, adopted in November 2023, changed roughly 176 acres from estate residential to a master planned unit development in the Connected City corridor, and set the entitlement at 1,275 multi-family dwelling units plus the commercial program above. The applicant of record was the landowning corporation, not a builder.

The district ordinance, adopted in April 2025, established a community development district over 70.35 acres and recites a program of 500 residential units. The petitioner, the applicant and the property owner are all the same Boca Raton company, and the land was vacant at the time of the petition.

The plat, now in review, carries the name McKendree Pointe and identifies the product as townhomes. Since the MPUD has no single-family entitlement at all, townhomes are being counted against the multi-family allowance. That is normal and it is also why you should not expect detached homes here.

A separate pod, and we are keeping it separate. The same master plan contains an apartment site under a different name. It is not part of McKendree Pointe and we will not fold its numbers into these. It matters for a second reason, covered below: the approval lets a single-ownership parcel like that one maintain its own common areas rather than join a district or association.

What does not exist anywhere in the record: floor plans, square footages, an amenity list, a phasing schedule or a price. We will not invent any of them.

One thing to be careful about

Three code variations were granted, and one of them affects your bill

Approvals like this usually come with relief from specific code requirements. Three were granted here and they are all in the findings of fact, which is a document almost nobody outside the process ever opens.

Open space. The usable-open-space requirement that normally applies to buildings of four stories and above was applied here at three stories and above instead, with park space calculated from building footprint rather than unit count. In practice that is a different, and generally smaller, amount of usable open space than the base code contemplates.

Who maintains what. Parcels under single ownership, such as an apartment site, may keep responsibility for their own common areas instead of joining a community development district or a homeowners association. This is the mechanism that separates the apartment pod from your district, and it is why you should ask for the district boundary map rather than assuming everything you can see is paying in alongside you.

Alcohol separation. The code's 1,000-foot separation between alcohol consumption and a school, place of worship or park was relaxed, so that the developer would have flexibility when hosting events. That is a reasonable request. It is also the kind of thing worth knowing if you are choosing between a homesite near the amenity area and one further out.

Two more conditions came from neighbors at the planning commission: an eight-foot wall instead of six along the northern edge, and a prohibition on motorized boat access to the local lakes for residents of the development. The file also contains a letter of opposition and a signed opposition petition.

Location and costs

Connected City, and the fees that come with it

The site is in unincorporated Pasco County east of McKendree Road and north of Overpass Road, close to Interstate 75, in the growth corridor north of Wesley Chapel. It is county land with no municipality over it, so a buyer would pay county millage with no city millage component.

It is also inside the Connected City special district, a state-authorized planning area with its own rules and its own money. The approval states that the project must comply with the district's enabling documents and shall pay any additional fees associated with the district. That is a fee exposure above ordinary county impact fees, and it is one of the reasons this corridor is being built the way it is.

McKendree Pointe has no price, because nothing has been released. Expect three recurring line items rather than one: the community development district assessment on your annual tax notice, HOA dues for the association that runs the common areas, and on an attached townhome product, a maintenance structure that usually covers exteriors and roofs. Ask what each covers and what the district's adopted assessment methodology says for your specific lot.

One piece of history worth having: this land was rezoned to estate residential back in 2006 and then sat entitled and undeveloped for about seventeen years before the current plan. Approvals in Florida can move slowly, and the current plan has moved a great deal faster than the last one.

We do not publish drive times to Tampa, Zephyrhills, Dade City or the interstate, because McKendree Pointe has no assigned address or coordinates yet and any mileage would be invented precision.

What you need to know

Buying new construction, the smart way

Whoever ends up building the homes at McKendree Pointe, the same rule applies: the person at the model's sales desk works for the builder, not for you. They are usually helpful and usually honest, and they still represent the seller's side of the transaction. You are allowed, and smart, to have your own representation, and in almost every case it costs you nothing, because the builder budgets a cooperating commission into the deal whether you bring an agent or not.

The catch is timing. Most builders require your agent to register you on your first visit. Tour or sign in alone and bring an agent later, and the builder can refuse to recognize them, and you lose your representation for that community. Get connected before you tour, have your agent register you, and let them read the contract and the addenda.

On an attached townhome inside a district, there are three documents that decide what you actually own and owe: the association's declaration, the district's assessment disclosure, and the master plan. Read all three. The second one is the most commonly skimmed page in a Florida closing package and the most expensive one to skim.

What else is approved on the same land?

A great deal, and this is the most useful thing on this page. The same rezoning entitles, alongside the housing, up to 365,000 square feet of hospital, 250,000 square feet of medical office, 150,000 square feet of general office, 155,000 square feet of retail, and 250 hotel rooms. Entitled is not built and none of it is promised. But if you buy a townhome here you are buying inside a plan that contemplates a hospital campus and a hotel as neighbors, and that is a very different proposition from a standalone subdivision. Some buyers will love it. Some will not. Either way you should know before you choose a homesite.

Are these houses or townhomes?

Townhomes. The recorded plat name is explicit about it, and the rezoning entitlement is expressed entirely in multi-family units with no single-family component at all. Townhomes are counted against that multi-family entitlement. If you are looking for detached homes on their own lots, this is not that community.

Is the approval final?

The rezoning was approved by the county commission in November 2023 and the district was established by county ordinance in April 2025, both of which we have read. Pasco County does not publish numeric vote counts on either instrument, so we are not going to give you one; on the rezoning the minutes record approval with one commissioner absent from the vote and no dissent, and on the district ordinance a roll call vote with no dissent. Since then the pod has moved through site plan, right-of-way and platting, which is what a project genuinely proceeding looks like.

Who is building it?

No homebuilder is named anywhere in the county record for this pod. The petitioner, applicant and property owner of the district are all the same Boca Raton company. The applicant of record on the original rezoning was a separate landowning corporation, and the development agreement expressly contemplates a successor developer buying the land. So a builder is likely to appear; none has yet. Also worth knowing: the name comes from the family that sold the land, not from a brand.

Will I pay a district assessment?

Almost certainly, and there is a wrinkle here worth knowing. A community development district is a special-purpose unit of local government that issues bonds for infrastructure and repays them through an annual assessment on your property tax notice, separate from and on top of HOA dues, typically for two to three decades. This district exists already. Separately, the rezoning granted a variation allowing parcels under single ownership, such as an apartment site, to maintain their own common areas instead of joining a district or association. In plain terms: the apartment pod in this master plan may sit outside the district you are paying into. Ask exactly which parcels are inside the district boundary before you sign.
