The apartments here can legally become houses without another public hearing

On the face of the rezoning, this land is entitled for 800 multi-family dwelling units. That is what the caption says and it is what most coverage repeats. But at the hearing the commission modified a condition, live at the dais, and the modification is the most consequential sentence in the entire file.

It provides that if additional single-family detached capacity becomes available in the surrounding Connected City area before the first preliminary site plan is issued for the front parcel, then single-family detached homes become an allowed use there; that in any event 45 and 55-foot wide lots are specifically allowed; and that the land use equivalency matrix is to be modified to permit conversion of the approved multi-family and townhouse units to single-family detached, through a non-substantial modification.

Strip out the jargon and it says this: the product type at Kenton is not fixed. What is entitled as apartments and townhomes can be converted to detached houses on 45-foot and 55-foot lots without going back for a new rezoning hearing. It also runs the other way. Nothing here obliges anyone to build the mix that is on paper.

Why this matters to you specifically: it is the reason different sources describe this project as apartments, as townhomes, and as single-family, and all of them can point at a document. If you are buying here, the question to ask is not what the entitlement says. It is what has actually been submitted for your parcel, and whether the conversion has been exercised. Ask for the current approved site plan for your phase, by date.

About the plan

Numbers that do not agree, laid out honestly

The district ordinance, adopted December 2024, fixes the district boundary at 119.51 acres and recites a program of approximately 384 residential dwelling units, adding, in the county's own words, that the development plan can change.

The rezoning, approved November 2023, covers approximately 150 acres and entitles 800 multi-family dwelling units plus about 106,000 square feet of service-ready site uses. The applicant of record was a family trust, not a builder.

Trade and local coverage has variously quoted about 150 acres, about 168 acres, and 890 residential units with about 104,000 square feet of commercial.

We are not going to average these. The district is a subset of the rezoning, which accounts for part of the acreage gap. It does not account for the difference between 150 and 168 acres, or between 384, 800 and 890 units. Those are unreconciled, they come from documents and publications that all exist, and the honest thing is to show you all of them and say which came from where. If you see a single confident number for this project anywhere, ask which document it came from.

What does not exist anywhere in what we read: floor plans, square footages, an amenity list, a phasing schedule, a builder or a price.

One thing to be careful about

A trust sold it, a development company petitioned, and no builder has appeared

The chain of parties here is worth stating precisely, because each one has a different job and the difference is what usually gets blurred.

The applicant of record on the original rezoning was a family trust. The petitioner for the community development district is GPI Tampa, LLC, and that is the only role the ordinance gives it; the document refers to the eventual builder only as "the private developer of the land in the district", generically, without naming anyone. No national homebuilder is named in the county record.

On the name: the county says Kenton, consistently, in both instruments. Consumer coverage has begun saying Kenton Pointe, and we could not find that version in any county document. A marketing name appearing in the press before it reaches the paperwork usually means one is being settled on, which is worth knowing, because the day it changes is the day everything written about this project becomes hard to find.

Nothing is listed for sale under either name, there is no sales page, no model and no price sheet. The only listings that come back are individual pre-existing properties on the road the community is named after, which are resale and land, not this.

Location and costs

Connected City, and what to budget for

The site is in unincorporated Pasco County in the block south of County Road 52, west of County Road 577, north of Overpass Road and east of Interstate 75. It is county land with no municipality over it, so a buyer would pay county millage with no city millage component. It also sits inside the Connected City corridor, a state-authorized special planning area with its own rules, its own density framework and, in some cases, its own additional fees on top of ordinary county impact fees.

Kenton has no price, because nothing has been released. Expect two recurring line items rather than one: the community development district assessment on your annual property tax notice, and separately HOA dues for the association that runs the common areas. Neither has been published, and neither will be until bonds are issued and a budget is adopted.

Because the product type here can change, there is one more question worth asking that would be unnecessary anywhere else: if you are buying a detached home, ask whether the parcels around you are still carrying multi-family entitlement, and whether the equivalency conversion has been applied to them. That answer exists on paper and it determines what gets built next to you.

We do not publish drive times to Tampa, Zephyrhills, Dade City or the interstate, because Kenton has no assigned address or coordinates yet and any mileage would be invented precision.

What you need to know

Buying new construction, the smart way

Whoever ends up building the homes at Kenton, the same rule applies: the person at the model's sales desk works for the builder, not for you. They are usually helpful and usually honest, and they still represent the seller's side of the transaction. You are allowed, and smart, to have your own representation, and in almost every case it costs you nothing, because the builder budgets a cooperating commission into the deal whether you bring an agent or not.

The catch is timing. Most builders require your agent to register you on your first visit. Tour or sign in alone and bring an agent later, and the builder can refuse to recognize them, and you lose your representation for that community. Get connected before you tour, have your agent register you, and let them read the contract and the addenda.

Here specifically, ask for the current approved site plan for your phase and the conditions of the master planned unit development. The conditions are where the conversion language lives, and they are a short read that tells you more about the next ten years than any rendering will.

Is the approval final?

The rezoning was approved by the county commission in November 2023 and the district was established by county ordinance in December 2024. Pasco County does not publish numeric vote counts, so we are not going to give you one; the minutes record approval on both with one commissioner absent from the vote and no dissent. Be precise about what the district ordinance is, though: it created the special district, not the development rights, and we did not verify the site plan file for this page.

Who is building it?

No national homebuilder is named in the county ordinance. The petitioner for the district is a Tampa entity, and that is the only role the document gives it; the ordinance refers to the eventual builder generically as the private developer of the land in the district. Separately, the applicant of record on the original rezoning was a family trust, not a builder at all. So the land has moved from a trust to a development company, and the builder step has not happened on the public record yet.

Is it Kenton or Kenton Pointe?

The county record says Kenton, consistently, in both the rezoning caption and the district ordinance. Consumer-facing coverage has started calling it Kenton Pointe, and we could not find any county instrument using that version. That pattern, where a marketing name appears before it reaches the paperwork, usually means a consumer name is being settled on. We track this property by its district boundary and its location as well as by both versions of the name, so whichever one wins, the people on our list still get told.

Will I pay a district assessment?

Almost certainly. A community development district is a special-purpose unit of local government that issues bonds to fund infrastructure and repays them through an annual assessment on every property inside its boundary. That assessment appears on your property tax notice, is separate from and on top of HOA dues, and typically runs twenty to thirty years. This district already exists. Ask for the adopted assessment methodology and the estimated annual amount for your specific lot at contract, and ask whether it can be paid off in full at closing.

How close is this to actually launching?

Closer than most of what we cover, and we would rather say that than pretend otherwise. Trade coverage in 2025 anticipated vertical construction beginning around the turn of that year, and a local outlet reported in mid-2026 that the project was moving forward with townhomes expected in the early phases. When we last checked there was still no listing, no model and no sales office under either name. If that changes, this page flips to a live status automatically, and the people on the interest list hear about it.
