What a local would tell you

There is a community district here, and you should ask what it costs before anything else

Crossprairie is financed through a community development district. That is not a rumor or a possibility, it is how the roads, drainage, utilities, landscaping and amenities across this master plan were paid for: the district issued nearly twenty million dollars in bonds in 2021 to build them. A district is a special-purpose local government, and it repays those bonds through an assessment that lands on your annual property tax notice. It is on top of your county, school and municipal taxes. It is on top of your HOA dues. And it typically runs for two to three decades.

We are not going to tell you what it costs here, because that figure has not been published in a form we can verify, and a guess on a page like this is worse than silence. Central Florida district assessments run from several hundred dollars a year to well over two thousand. What we will tell you is exactly what to ask for: which district covers your specific homesite, and what the annual assessment is, split between operations and maintenance on one side and bond debt service on the other. Those two behave differently: operations continue indefinitely and drift with costs, while debt service is a fixed obligation that eventually retires, and knowing how many years are left on it is genuinely useful. Get both in writing before you contract.

The second number is which side of a line your lot sits on. Portions of Crossprairie fall inside the City of St. Cloud and portions fall in unincorporated Osceola County. For 2025, the total tax rate inside the city ran about 17.90 mills against about 13.85 in the unincorporated county. That gap of roughly four mills is around twelve hundred dollars a year on a home with three hundred thousand dollars of taxable value, and it is before the district assessment. We will not tell you which one applies to you, because the boundary runs through this area and we have not seen a parcel-level answer. Ask, and get it in writing tied to your lot rather than to the sales office address.

And one that catches active-adult buyers out: being in a 55 and better community exempts you from nothing on the tax bill. You pay the school millage the same as any other homeowner in the county, whether or not anyone in your household will ever attend a public school. Osceola County voters were scheduled to decide an additional one mill school levy on the November 2026 ballot, and if it passed it applies to you too. Budget on the whole bill, not on the parts you think should apply.

What is coming

An active-adult enclave inside a very large master plan

Four Seasons is K. Hovnanian Homes's active-adult brand, and this community is a 55 and better enclave within Crossprairie. The published product is villas and single-family detached homes of up to three bedrooms and three and a half baths, at roughly three thousand square feet at the top of the range. Villas start in the upper $300,000s and single-family homes in the mid $400,000s as published in September 2026. Individual floor plans, homesite pricing and lot premiums have not been released.

The amenity program is the reason people choose an active-adult community over a regular subdivision. Here it is a clubhouse with a resort-style pool, pickleball and bocce, a fitness center, a game room, a fire pit, an event lawn and a dog park, with a staffed social calendar. The programming is the part that matters: an amenity building with nobody organizing anything in it is a very expensive room.

Now the context the brochure will not lead with. Crossprairie is a master plan of roughly fourteen hundred acres with something on the order of nine thousand residential units planned across a series of neighborhoods, with a long list of national builders working there. Four Seasons is an age-restricted enclave inside an otherwise all-ages development that is very actively under construction: new four-lane parkways running past cleared tracts, earthwork, model home rows and construction traffic, for years rather than months. The upside is that the district infrastructure and amenity base are being built at real scale. Ask which neighborhoods border yours, what is scheduled next to you and when, and whether construction routes run past your street.

A large mixed-use town center is planned here too. The ninety-five acre core changed hands in late 2025 and construction begins in late 2026 with major road work, and the first phase, which is where anchor stores and a grocery-anchored plaza would sit, is described as five to seven years out. If a walkable center is part of why you are interested, buy it as something arriving in the back half of the next decade rather than at move-in. Today, groceries and errands are a short drive rather than a walk.

What has not been released: floor plans and elevations, plan-level pricing, the site plan and lot map, homesite premiums, HOA dues and what they cover, the community district covering each homesite and its annual assessment, the amenity delivery schedule, the age-restriction and occupancy documents, and the sales opening date. Those arrive as the community approaches opening, and the day they land we send them to this list.

The area

St. Cloud, the lake, and a hospital twelve minutes away

Start with healthcare, because at this stage of life it is the practical argument. Orlando Health's hospital in St. Cloud is about six miles away, roughly twelve minutes in light traffic: a full-service acute care hospital with an emergency department, cardiology, critical care, neurology, orthopedics and robotic surgery, recently expanded. AdventHealth Kissimmee, a larger teaching hospital with a burn center and primary stroke center, is about thirteen miles and twenty minutes. Lake Nona and its medical and research campus, with a hospital, a children's hospital and a veterans medical center, is about eighteen miles and twenty-five minutes north. That is genuinely deep coverage and it is the strongest thing this location has going for it.

Second, the airport. Orlando International is about twenty-four miles and thirty minutes in light traffic. For a community whose residents mostly have grandchildren somewhere else, that matters more than a lot of amenity square footage. Cocoa Beach is roughly sixty-two miles, about an hour and ten; downtown Orlando about thirty miles; Walt Disney World around twenty-five for when the grandchildren visit.

Now the part that actually decides whether you like living here: St. Cloud itself. It is about five miles south, a genuinely appealing small city of roughly fifty-nine thousand, established in 1909 and still distinctly Old Florida rather than newly built. The historic main street on New York Avenue has brick sidewalks, murals of the town's early history, independent restaurants, coffee shops, boutiques and breweries, with free and paid parking throughout, and a main street organization running year-round events, historic tours and monthly markets. It was singled out in a regional magazine's 2026 neighborhoods feature, and the reason is easy to see: it held onto a real downtown while everything around it was being master-planned.

The water is the other reason people come here. St. Cloud Lakefront Park and Marina sits on East Lake Tohopekaliga with walking paths, a beach area, fishing and marina access, and it is where the town gathers. Big Toho just west is one of Florida's premier trophy bass fisheries, with four public ramps plus bait and tackle at the Kissimmee lakefront marina. For hiking, the one to know is Lake Lizzie Conservation Area about ten miles east: roughly a thousand acres across three lakes, with about eleven miles of hiking trails and nine miles of equestrian trails, and reliable sightings of gopher tortoises, sandhill cranes, osprey, limpkins and wood storks. For golf, Royal St. Cloud Golf Links and Eagle Creek Golf Club are both within reach.

On roads, be clear-eyed. The network here is not finished. A one and a half mile, four-lane divided extension of Cross Prairie Parkway is fully funded and under way, with bike lanes, sidewalks and a multi-use path, anticipated complete in the summer of 2028. The county approved more than forty-seven million dollars to close that gap, and its stated reason is worth reading twice: the existing gap causes significant travel delays and public safety concerns, forcing residents and emergency responders onto inadequate alternate routes. On a 55 and better community, ambulance routing is not a footnote. Ask how a specific homesite is reached today and how that changes in 2028. The broader district has more than two hundred and sixty million dollars of transportation work programmed, including a new turnpike interchange, so the direction is good. It is just not complete.

Schools are worth a line even here, because they underwrite resale rather than because anyone in your household will attend. The School District of Osceola County was rated a B for 2024-25 and has been building ahead of rooftops, with a new K-8 school opening in the Crossprairie area for 2025-26. A district that keeps up with growth keeps the neighborhood saleable, and on an age-restricted home your resale pool is already narrower than average.

Two closing notes on risk. On flooding, this is inland Osceola County with no coastal surge exposure, but genuinely low-lying in places, with wetland and slough drainage across parts of the area. The stormwater system here is new and district-funded, which helps, but flood zone is still a lot-by-lot question, so get a determination on your specific homesite. On insurance, wind is the peril that applies everywhere in central Florida even well inland, and it is a larger line item than most out-of-state buyers expect. The direction is encouraging: Florida rates turned in 2026, with the state-backed insurer cutting an average of nearly nine percent statewide that January and several private carriers filing decreases, including one specific to Osceola County. New construction with a current wind mitigation report and a new roof typically prices well below the state average. Get a real quote tied to a specific homesite before you contract.

Buying new construction with someone on your side

That is the short version. What follows is what representation actually changes once Four Seasons at Crossprairie opens, because the money is not only in the commission.

On an age-restricted purchase the documents matter more than usual and the questions are specific. Which community district covers this homesite, what is the annual assessment split between operations and debt service, and how many years remain on the debt. Is this lot inside the city or the unincorporated county, and what is the resulting total millage. What do the HOA dues cover on top of the district, and what are the reserves. What exactly does the age restriction say about who may live here, including a spouse under the age threshold, adult children and long-staying grandchildren. Which amenities are open the day I close and which arrive later. What is the base price at each plan before options, and where does a realistically specified home actually land. And which incentives are real versus tied to using the builder's own lender. Every one of those has a document behind it, and reading those documents on your behalf is the job.

As of September 2026 the builder publishes starting points of the upper $300,000s for villas and the mid $400,000s for single-family homes. Those are teasers rather than plan prices, and no floor plans, homesite pricing or lot premiums have been released. For context, the average home value in the nearest St. Cloud ZIP code was about $437,000 as of July 2026, down roughly four percent year over year, so the villa entry point sits below the surrounding market. That is a fair relative-value observation and not a prediction. The market here was declining through 2026, with a majority of homes selling below asking price.

Is there a community development district assessment?

Yes, and this is the most important cost fact on this page. Crossprairie's infrastructure is financed through a community development district.
