The part that will not be in the brochure
The homes are the smallest thing in this district by a very wide margin
The county ordinance that created this district recites its program in a single sentence, and we are going to give it to you the way the county wrote it. The district is projected to contain approximately 650 residential dwelling units and 190,000 square feet of commercial space, 3,000,000 square feet of light industrial space, 500,000 square feet of office space, and 250 hotel rooms.
Read that again with the numbers in mind. Three million square feet is roughly the floor area of fifty large distribution buildings, or about seventy acres of roof. Against that, 650 homes is a rounding error. This is not a subdivision with a bit of commercial at the entrance. On the face of the county's own document, it is an industrial and logistics district that also contains housing.
We are not telling you that is bad. Land near the interstate and a state road is exactly where this kind of development belongs, light industrial in a modern corridor usually means clean distribution and flex space rather than smokestacks, and living within a few minutes of a large employment base is a genuine advantage that plenty of buyers would take gladly. Some of the best-located affordable housing in Florida is next to work.
What we are telling you is: know it going in. Before you choose a homesite here, ask for the district master plan, find which pod is adjacent to you and what its approved use is, and ask about truck routing and operating hours. Those are answerable questions with documents behind them. A buyer who asks them will be fine. A buyer who finds out in year two will not be happy.
About the plan
What the record actually establishes
The district boundary is 346.784 acres, entirely within Pasco County, and the program is the one quoted above. We are being deliberate about the word program rather than approval. A district establishment ordinance asks a narrow question: is this land suitable to be governed as a separate special district. It is not the document that grants development rights, and we did not verify the underlying zoning file for this page.
The master plan exhibits attached to the petition give two concrete details about the housing. One pod is shown as 500 multi-family units alongside 250,000 square feet of office. And the lot standards table lists two residential lot types: townhome lots at 15 feet wide by 60 deep and villa lots at 25 by 60. Those are lot standards on a plan, not homes being offered, and we are labelling them that way rather than dressing them up as a product line.
This page is about District No. 2 only. A sibling district, KD52 Community Development District No. 1, was established by the county on the same day under a separate file. We did not work it up. Every acre and every unit on this page belongs to District No. 2, and nothing here should be read as describing the other one.
What does not exist anywhere in what we read: floor plans, square footages, an amenity list, a phasing schedule, a builder or a price.
One thing to be careful about
There is no consumer name yet, which makes our own check weaker
We build these pages for communities that are approved and not yet selling, and we check that second half by searching the name. Here that check is thinner than usual and we would rather admit it than pretend otherwise. KD52 is a filing label, apparently two letters and the number of the state road the site fronts. Nobody markets houses under a name like that, so there is no consumer name to search yet. Nothing is listed under KD52 anywhere, and that is true but it proves less than it usually would.
The party that petitioned Pasco County for this district is MU Landco Liquidating Company, LLC, named in the ordinance as the petitioner. That is the only role the document gives it, and no homebuilder of any kind appears anywhere on the record.
One observation, offered as an observation. The entity's name contains the words liquidating company, which is the naming convention used for a wind-down or disposition vehicle rather than an operating developer. That is an inference from a company name and not a fact about anyone's intentions. But it is consistent with land being packaged for sale to builders rather than built by its current owner, and if that is what happens, the eventual name, product and price will be chosen by someone who has not appeared yet.
Location and costs
The interstate corridor, and two bills to expect
The site is in unincorporated Pasco County north of State Road 52 and west of Interstate 75. It is county land with no municipality over it, so a buyer would pay county millage with no city millage component; the nearest incorporated municipalities are San Antonio and Dade City. The location is the whole logic of the project: a state road and an interstate interchange is precisely where distribution and flex space goes, and it is also, for a certain kind of buyer, a very good place to live.
KD52 has no price, because nothing has been released. Expect two recurring line items rather than one: the community development district assessment on your annual property tax notice, and separately HOA dues. On a district with a large commercial and industrial component there is an extra question worth asking: how the assessment is apportioned between the residential and non-residential parcels. That allocation is in the adopted assessment methodology, and it materially affects what a homeowner pays.
A district is a special-purpose unit of local government that issues bonds to fund infrastructure and repays them through that annual assessment, separate from and on top of HOA dues, typically over twenty to thirty years. Ask for the methodology and the estimated annual amount for your specific lot at contract, and ask whether it can be paid in full at closing.
We do not publish drive times to Tampa, Dade City, Zephyrhills or the interchange, because KD52 has no assigned address or coordinates yet and any mileage would be invented precision.
What you need to know
Buying new construction, the smart way
Whoever ends up building the homes at KD52, the same rule applies: the person at the model's sales desk works for the builder, not for you. They are usually helpful and usually honest, and they still represent the seller's side of the transaction. You are allowed, and smart, to have your own representation, and in almost every case it costs you nothing, because the builder budgets a cooperating commission into the deal whether you bring an agent or not.
The catch is timing. Most builders require your agent to register you on your first visit. Tour or sign in alone and bring an agent later, and the builder can refuse to recognize them, and you lose your representation for that community. Get connected before you tour, have your agent register you, and let them read the contract and the addenda.
In a mixed-use district the single most valuable document is the master plan, not the site plan for your phase. It tells you what is approved next to you and what it is approved to be. Ask for it by name, and ask for the district boundary map alongside it.

Living near where the jobs are has real advantages, and a modern light-industrial and logistics campus is a very different neighbour from heavy manufacturing. Some buyers will find the commute unbeatable. What we object to is finding out afterwards. Go and look at what light industrial means in practice in this corridor, at what hours the truck traffic runs, and at which pod your homesite would back onto, before you decide how you feel about it.

Be careful with that word. The document we read is the county ordinance establishing the community development district. It is a real, adopted county ordinance, and it fixes the boundary at 346.784 acres and recites the program above. It is not a rezoning and it is not a site plan approval, and we did not verify the underlying zoning file for this page. So we describe 650 as the program the petitioner put on the record, not as an approved cap.
