Platted and addressed, not yet released

Makaira Ridge, Milton

Makaira Ridge is a 273-lot single-family subdivision in unincorporated Santa Rosa County, a few miles west of downtown Milton in the Avalon and Mulat area. It is further along than its total absence from the consumer internet suggests. The final plat recorded in the spring of 2026. The streets are built and have been dedicated to and accepted by the county. Addresses were assigned to all 273 lots in the middle of 2025. What has not happened is the part buyers can see: not one lot has been sold, not one house has been started, and no homebuilder has been named anywhere in the public record.

That gap is the reason this page exists. If you drive down the Trump Boulevard right-of-way today you will find finished roads, curb and stormwater on a tract that has no sign, no sales trailer and no name on any listing portal. This page sets out what the records actually establish, what they do not, and what to watch for next. Get notified when pricing or a builder is announced.

What is actually approved

Two instruments carry this project, and both are issued rather than pending, which is the distinction that matters most when reading about any unbuilt community.

The first is the stormwater and site-work permit from the Northwest Florida Water Management District. It was issued in the summer of 2023 for a roughly sixty-four-acre single-family subdivision, described in the permit as individually constructed single-family lots with interior rights of way and common areas, draining to a single dry retention pond sized to hold the hundred-year storm. The permit records no wetland or surface-water impacts on the site at all, which is unusual enough in northwest Florida to be worth saying plainly. A minor modification issued in the spring of 2025 shifted one roadway connection to the south and slightly reduced the lot count. That permit runs into 2028, and its compliance status is current.

The second is the recorded final plat, which the Santa Rosa County Clerk recorded in April 2026. A recorded plat is the starting gun for a subdivision. It is the instrument that legally creates the individual lots, fixes the street layout, and dedicates the roads and drainage to the public. Until it records, a subdivision is a drawing; once it records, the lots exist as real property that can be sold one at a time. The county's own subdivision record lists this plat as the first phase and puts it at 273 lots.

There is a third fact that is easy to miss and tells you more than either permit. The road tract and one additional tract inside the subdivision are now titled to the Santa Rosa County Board of County Commissioners, and the county classifies the subdivision's streets as public. Dedication and acceptance happen when the plat records and the infrastructure passes inspection. In other words the horizontal work here is not scheduled, not permitted, not underway: it is finished and the county has taken it over. For a community with no builder and no price, that is an unusual place to be.

The streets, and the one that is not here

Makaira Ridge has three streets. Makaira Circle carries 171 of the assigned addresses, Planktonic Drive 53, and Gulfstream Drive 49. Those figures add to exactly 273, matching the county's lot count for the plat, so the subdivision's address assignment is complete and internally consistent. Every one of those addresses is flagged in the county's records as pre-assigned for a subdivision, with no structure recorded against it.

A caution, because it is the single easiest mistake to make about this project. Tripletail Drive sits immediately adjacent and shares the same marine naming theme that runs through the whole Avalon area, alongside names like Sargassum and Pelagic. Tripletail is not part of Makaira Ridge. It belongs to a neighbouring subdivision that is already well into construction, with a national builder and a land-banking partner holding its lots and well over a hundred homes already standing. If you are comparing the two on a map, you are looking at two separate communities that happen to adjoin, at completely different stages. The homes you can see going up nearby are not these homes.

That neighbour is useful context, though. It establishes that this is a proven production-housing corridor rather than a speculative location, and that the county's addressing and permitting machinery around Avalon is actively turning. It also gives a fair idea of the physical character of the area: suburban-density detached housing on modest lots, built out in phases, on land that was until recently rural.

What the lots look like

The lot geometry is strikingly uniform. Measured off the county's parcel records, the lots run from roughly 5,500 to about 6,100 square feet, with a median close to 5,750. The entire population sits inside a band of a couple of hundred square feet. That is not how a custom-lot or estate-lot subdivision is laid out; it is how a single builder lays out a repeated product, and it points at an entry-level or first-move-up detached programme rather than anything semi-custom. We have deliberately not published a lot width, because frontage was not measured and a plausible guess is still a guess.

The product is detached single-family only. The permit language describes individually constructed single-family lots, and there is no townhome, villa, condominium or multifamily language anywhere in any record for the site. The streets are public rather than private and gated. One dry retention pond handles stormwater, and the common-area tracts are still held by the developer pending transfer to the homeowners association. On age restriction there is nothing to report in either direction: no source indicates this is an age-restricted or active-adult community, so this page makes no claim about age at all.

What is genuinely undecided

Being straight about the unknowns is more useful than filling them in. The biggest one is the builder. No homebuilder is named in any record touching Makaira Ridge. The land is held by a local development company, the permits name that group's land-side entities and its civil engineer, and a search of corporate filings for the principal behind them turns up no homebuilding company at all. The company is a land developer, and land developers sell finished lots on to builders. Since not a single lot has been conveyed yet, there is no deed in the record that would name who is going to build here. The first deed out of the developer will answer it, and that is precisely the kind of thing an interest list exists to catch.

Beyond the builder: no pricing has been released, and no plan series, elevation or square-footage range exists to report. Whether utilities are underground, and which providers serve water and sewer here, were asserted in earlier notes on this project but could not be verified from a primary source, so this page does not state them. A homeowners association corporation was formed in 2025, but no declaration of covenants appears in the county's records yet and no dues figure exists. There is a proposed second phase on file with the county, with a preliminary plat and construction plans lodged, but it has no recorded plat and the existing site-work permit says in terms that the second phase is not authorized and will need a modification first. None has been filed. Treat Phase II as a real intention with no approvals behind it yet.

Where this actually is

Makaira Ridge has a Milton mailing address, but it is not in the City of Milton. It sits in unincorporated Santa Rosa County, in the stretch between Milton and the Escambia Bay shoreline that the county labels Avalon and Mulat. The practical consequences are real: city millage does not apply, and county rather than city services cover the subdivision.

Measured in a straight line from the middle of the plat, downtown Milton is a little over four miles away and the US-90 corridor through Pace about five. Pensacola International Airport is just under ten miles, downtown Pensacola about fourteen, and Navarre Beach about nineteen. Road distances will be longer than all of those, and the page gives straight-line figures because they are the ones that can be stated accurately without a routing source.

The number that matters most for this location is ten and a half miles, and that is Naval Air Station Whiting Field. Whiting is the Navy's primary fixed-wing and rotary-wing training installation and the dominant employer on the Milton side of the county, with NAS Pensacola and Corry Station anchoring the Escambia side about twenty miles off. That military and defence presence is the structural reason Santa Rosa behaves as a commuter county, and it underwrites a steady stream of households who need housing on a timetable they do not control.

Commuting, growth and the local market

Santa Rosa County is unusually outbound. As of figures retrieved in October 2026, 43.1 percent of employed county residents work outside the county, against 17.0 percent statewide, and the mean travel time to work is 30.5 minutes against a Florida average of 28.0. If you are buying here, plan on a commute being part of the arrangement, and check your own route rather than relying on a distance.

The county had an estimated population of 211,445 in 2025, up 12.5 percent since 2020, and state projections put it at about 230,900 by 2030. Median age is 40.3, younger than Florida's 43.0, which is consistent with a military and family-heavy population. Median household income is reported at 91,922 dollars against a Florida figure of 74,568, read as a 2024-vintage estimate, with all-ages poverty at 10.3 percent against 12.1 statewide. Those are comparatively strong household numbers for a Florida county of this size.

On supply, the county permitted 1,929 residential units in 2025, 1,983 in 2024 and 1,774 in 2023. That is a market steadily absorbing roughly two thousand units a year. A single 273-lot phase is therefore meaningful without being able to move the whole county's pricing, which is a sensible way to calibrate expectations about how fast this one will sell out once it does open.

Schools

These lots are served by Santa Rosa County District Schools, which earned an A grade from the Florida Department of Education for 2025-26 and also held an A for 2023-24. That district-level record is a genuine draw and is a frequently cited reason households choose Santa Rosa over neighbouring counties.

We are deliberately not naming an assigned elementary, middle or high school for Makaira Ridge. Attendance zones in a growing county get redrawn as new subdivisions deliver, and these lots have no occupied homes yet, so any assignment published today could be wrong by the time the first family moves in. Confirm school assignment with the district directly, in writing, before it matters to your decision.

Flood, wind and insurance

Makaira Ridge is mapped outside the special flood hazard area. A query of the FEMA National Flood Hazard Layer against the entire plat boundary, rather than a single point, returns only a minimal-hazard designation across the site. That is consistent with the stormwater permit's record of no wetland or surface-water impacts. On that mapping, flood insurance would not normally be a federal requirement on a conforming loan. Two caveats belong with that: flood maps are revised, and an individual lot's elevation certificate governs in the end.

Flood is not the main insurance story here. This is the Florida panhandle, roughly five miles from Escambia Bay and under twenty from the open Gulf, and what drives premiums is windstorm coverage and the hurricane deductible rather than flood. New construction generally helps on this front, because current code and a recent roof both tend to earn wind-mitigation credits that older housing stock cannot. We are not publishing a premium figure for this community, because no verified figure exists and a made-up one would be worse than silence. Get a real quote on a specific plan and elevation before you sign anything, and ask the agent to price the wind deductible at more than one level so you can see what it moves.

Taxes and assessments

For the 2025-26 fiscal year the Santa Rosa County Commission adopted 5.9550 county mills in total, made up of 3.8850 for general operating and 2.0700 for law enforcement. The county held that combined figure flat against the prior year while re-dividing it between the two levies. Because Makaira Ridge is outside the city, the City of Milton's municipal millage does not apply to these lots. School district millage and any independent district levy are additional and were not verified for this page, so budget for them rather than assuming the county figure is the whole bill.

No community development district assessment applies. That is worth stating carefully, because it is the sort of claim that gets made loosely. In Florida a district assessment is non-ad-valorem, which means it never appears in a property's ad-valorem tax class and cannot be ruled in or out by looking at one. The answer here comes from the Florida Department of Revenue's county-level non-ad-valorem report for the 2025-26 fiscal year, published in January 2026, in which the Community Development or Redevelopment column for Santa Rosa County is blank. No district of that kind levied anywhere in the county that year. One honest caveat: the plat recorded after that roll was set, so a district created afterwards would not yet appear in it. Nothing in the record suggests one is contemplated, and the homeowners association formed in 2025 looks like the intended funding vehicle for the common areas.

Two non-ad-valorem assessments do apply in Santa Rosa and will show up on a bill here. The county funds fire protection through an assessment that raises close to ten million dollars countywide, and it levies a lighting assessment as well. These lots fall in the Avalon and Mulat fire and emergency service zone. The per-lot amounts for this subdivision are not yet verifiable and will appear on a parcel's notice once the first certified roll includes a home.

One modelling trap is worth flagging because it catches people on every pre-construction purchase. Every lot in Makaira Ridge currently carries a land and total value of zero on the appraiser's records, because the parcels were created after the last certified roll. Builder-held inventory also carries no homestead exemption. So any first-year tax estimate based on today's assessed values will badly understate the bill you will actually receive once a finished house is assessed and the millage is applied to it. Model your taxes from the millage against the expected value of the completed home. Florida's homestead treatment then applies once you occupy: a 25,000 dollar exemption, a second 25,000 against non-school value, the three percent annual Save Our Homes cap on assessment increases, and portability if you are moving within the state.

Buying a home that does not exist yet

A pre-construction purchase is a different transaction from buying a finished house, and the differences are mostly in the contract rather than the house. Builder contracts are drafted by the builder. They commonly control which lender and title company you use, how and when the price can change, what counts as an excused delay, what happens to your deposit if the schedule slips badly, and how narrow the warranty is. Several of those terms are negotiable, especially early in a community's life when the builder cares more about absorption than about price, and almost none of them get negotiated by buyers who do not know they can ask.

The timing point is the one that actually costs people money. On new construction, representation generally has to be in place at your first visit to the sales office. Walk in alone, register, and a builder will usually decline to recognise an agent afterwards, which removes your own representation from the deal without reducing the price by a cent. If you expect to tour here when it opens, get connected before you go, not after.

For Makaira Ridge specifically, the thing to watch is the first deed out of the developer, because that is the record that will name the builder and it will happen before any sign appears on the site. Nearly everything else about this community is already settled and on the record.

The honest tradeoffs of this location

What you gain here is a county with a strongly graded school district, no city millage, household incomes above the state average, and a short run to Whiting Field and the Pace and Milton employment corridor. The lots sit on finished public streets in a subdivision whose drainage was permitted without any wetland impact, which is a cleaner starting position than much of the surrounding area can claim.

What you give up is urban convenience and a degree of certainty. This is unincorporated county land, so shopping, dining and medical services mean a drive toward Pace, Milton or Pensacola rather than a walk. Lots of roughly 5,750 square feet mean modest yards and close neighbours. Most of the county works somewhere else, so the commute is a real cost in time. And because no builder has been named, the actual houses, their price and their quality are the one thing nobody can yet tell you, which argues for watching this one rather than committing to it.

How this community is named in the records

The recorded plat names the subdivision simply Makaira Ridge. The county's own subdivision layer labels the recorded phase Makaira Ridge Phase 1, and the proposed next phase appears as Makaira Ridge Phase II. The developing group uses Makaira as a development brand rather than a builder brand, and holds a second, smaller project under a similar name over the county line in Escambia County near Cantonment, which is a different subdivision entirely and should not be confused with this one. If you encounter any of those variants, they refer to the same place, with the exception of the Escambia project. No marketing name has been adopted for Makaira Ridge beyond the platted name, and nothing on this page should be read as an official community branding.

Common questions

Is Makaira Ridge selling yet?

No. Nothing has been released. There is no published pricing, no sales center and no completed home. County records show no lot has been conveyed and no house has been started, so anyone looking at Makaira Ridge today is looking at a platted subdivision rather than an open community.

How many homes will Makaira Ridge have?

The recorded plat and the county's subdivision record both put the first phase at 273 lots. A separate second phase sits in the county's proposed-subdivision records with a preliminary plat and construction plans on file, but it has no recorded plat and no issued site-work authorization, so its size is not settled.

Who is building the homes at Makaira Ridge?

No homebuilder is named anywhere in the public record for Makaira Ridge. The land is held by a local development company that has also platted a smaller project in Escambia County, and the permits name that group's land-side entities and its engineer. Because no lot has yet been deeded to anyone, there is no record naming a vertical builder. We will not guess at one.

What streets are in Makaira Ridge?

Three: Makaira Circle, which carries 171 of the assigned addresses, Planktonic Drive with 53, and Gulfstream Drive with 49. Those add up to the full 273. Tripletail Drive, which sits immediately nearby and shares the same marine naming theme, belongs to a different and already-building community, not to Makaira Ridge.

Is Makaira Ridge in the City of Milton?

No. It carries a Milton mailing address and ZIP code but sits in unincorporated Santa Rosa County, in the Avalon and Mulat area. That distinction matters on the tax bill: the City of Milton's municipal millage does not apply to these lots.

Does Makaira Ridge have a CDD?

No community development district assessment applies. For the 2025-26 fiscal year the Florida Department of Revenue's non-ad-valorem report shows a blank Community Development or Redevelopment column for the whole of Santa Rosa County, meaning no district of that kind levied anywhere in the county. One caveat worth knowing: the plat recorded after that roll was set, so a district created later would not yet show up. A homeowners association corporation was formed in 2025 and is the evident funding vehicle for the common areas.

Is Makaira Ridge in a flood zone?

The subdivision is mapped outside the special flood hazard area. A query of the FEMA National Flood Hazard Layer against the whole plat boundary returns only a minimal-hazard designation, which is consistent with the stormwater permit's finding of no wetland or surface-water impacts. Flood insurance would not normally be federally required on a conforming loan on that mapping, but mapping can be revised and an elevation certificate still governs any individual lot.

How far is Makaira Ridge from NAS Whiting Field?

About ten and a half miles in a straight line, with the road route longer. Whiting Field is the Navy's primary fixed-wing and rotary-wing training installation and the dominant employer on the Milton side of the county, which is a large part of why this corridor keeps absorbing new subdivisions.

When will homes be finished at Makaira Ridge?

No date has been released and we will not invent one. What the record supports is that the hard part is already done: the plat is recorded, the roads are built and accepted by the county, and addresses were assigned in mid-2025. What is missing is a builder. Once a builder takes down lots, first homes typically follow within several months to a year, but that is a general pattern and not a commitment about this community.

What can an interest list do for me here?

Two things. It tells you the moment pricing, a plan series or a model opening is announced, which on a community with no builder yet is genuinely information nobody has. And it gets you connected to a licensed Florida agent before you walk into a sales office, which is when representation has to be in place to count.
