The person at the builder's sales desk works for the builder. You would be inside the city line, and that costs about a thousand dollars a year
Hilliard Isle is inside the City of Kissimmee limits, not in unincorporated Osceola County. For 2025, the total property tax rate inside the city came to about 17.41 mills. The total in unincorporated Osceola County came to about 13.85. That difference of roughly three and a half mills is somewhere near a thousand dollars a year more on a home with three hundred thousand dollars of taxable value, every year you own it, compared with an otherwise identical home a few miles outside the line.
We are not raising it to argue against the location. You get city police, fire and utilities for it, the county has held its general rate flat for fifteen straight years and the city for seventeen, and plenty of buyers make that trade happily. We raise it because it shows up on your first November tax notice rather than on your first tour, and because comparing this community to one a few miles east without adjusting for it is comparing the wrong numbers.
The second cost question is one we cannot answer for you, and you should be suspicious of anyone who says they can. A community development district is a financing tool that puts an extra assessment on your tax bill, on top of county, school and city taxes and on top of your HOA dues, often for twenty or thirty years. The county's published list of districts does not include one here. But this community is inside city limits, where a district would be created by city ordinance rather than by the county, and at nine hundred acres and two thousand homes it is exactly the scale at which Florida developers use district bonds to build the roads and drainage. So the honest position is: none has been identified, the possibility is realistic, and the answer matters by hundreds or thousands of dollars a year. Ask the builder in writing before you contract, and ask for the operations and debt service portions separately.
One more, on the lake: a general flood-risk rating for this ZIP code will tell you the area is low risk, and for most of the area that is true. It does not describe a lakefront parcel. This community fronts East Lake Toho and preserves a substantial band of shoreline wetland, which means flood zone here is a lot-by-lot question rather than a community-level one, and two homesites in the same phase can price insurance very differently. Get the determination on your specific lot, not on the address of the sales office.
What is coming
Nine hundred acres on the quiet side of the lake
Hilliard Isle is Pulte Homes's master plan for roughly nine hundred acres along the western shore of East Lake Tohopekaliga, on the last large undeveloped lakefront tract inside Kissimmee. At full build it is planned for about two thousand homes across eight phases, a mix of single-family detached homes and townhomes, with up to three thousand residential units approved. A town center of roughly sixty-seven acres is planned alongside the residential neighborhoods, along with a substantial area of preserved shoreline. Construction began in early 2026 and sales are expected to open in early 2027.
Announced amenities include walking trails, dog parks, a resort-style pool and pickleball, with broader project coverage describing two amenity centers, a lazy river and sun shelf, a splash pad, cabanas, sports courts, a food truck lane and included high-speed internet. Read that list the way you should read any amenity list on an eight-phase community: the question is not what is planned, it is which of these exist on the day you move in and which arrive in phase five. Get the delivery schedule in writing.
Two details worth knowing. The community's entrances are planned off Simpson Road, with several adjoining local streets designated for emergency access only rather than as through routes, which is good news for a quiet interior and worth understanding if you were counting on a shortcut. And on the lake, Pulte Homes references lake access without saying what that means in practice. Whether there is a community boating facility, how access is allocated and who maintains it are all open. Coverage of this project several years ago described a marina; current materials do not, so we are not going to tell you there is one. Ask, and get the answer in writing.
What has not been released: floor plans and elevations, plan-level pricing, the site plan and lot map, homesite premiums, phase boundaries and the phasing schedule, HOA dues and what they cover, community development district status and any projected assessment, the amenity delivery schedule, and how lake access works. Those arrive as the community approaches its opening, and the day they land we send them to this list.
The area
Northeast Kissimmee, the lake, and twenty minutes to the airport
Lead with the fact that actually changes people's lives here: Orlando International Airport is roughly fourteen miles and about twenty minutes away in light traffic. For anyone who flies for work or keeps family out of state, that is a better position than most communities at any price in central Florida, and it is not something a floor plan can give you.
The setting is northeast Kissimmee, between the Simpson Road and Boggy Creek corridor and the western shore of East Lake Toho. This is not a frontier location, it is infill: surrounding streets are subdivisions from the 1990s through the 2010s and a Publix-anchored center sits essentially at the entrance. What is genuinely distinctive is which side of the county you are on. The tourist corridor, the theme parks and the vacation rental economy are several miles west. This is the residential side of Kissimmee, and the difference in daily texture is larger than the mileage suggests.
Downtown Kissimmee is about six miles southwest and it is genuinely walkable: a historic district along Broadway with something on the order of thirty independently owned restaurants, boutiques, murals and century-old landmarks, plus a farmers market on the first Friday of each month. Kissimmee Lakefront Park on Big Toho has lakeside paths, a splash pad and pavilions. St. Cloud, ten miles southeast, offers an Old Florida main street on New York Avenue.
The water is the reason to be on this side. East Lake Tohopekaliga is part of the Upper Kissimmee Chain of Lakes, with public access at the East Lake Fish Camp ramp. Just southwest, Big Toho is the more famous of the pair, a nationally known trophy bass fishery with four public ramps at the Kissimmee lakefront marina. For land, Lake Lizzie Conservation Area toward St. Cloud runs about a thousand acres with roughly eleven miles of hiking trails and nine miles of equestrian trails, and reliable sightings of gopher tortoises, sandhill cranes, osprey and wood storks.
On healthcare, the coverage here is unusually deep for a suburban location. AdventHealth Kissimmee is roughly seven miles and fifteen minutes away, a 282-bed teaching hospital with a burn center and primary stroke center that is also one of the county's largest employers, and Orlando Health's hospital in St. Cloud is about ten miles the other direction. Lake Nona and its medical and research campus is about thirteen miles and twenty-two minutes north, with a hospital, a children's hospital, a veterans medical center and a cluster of research and corporate employers around them. That last one is the employment story here: a white-collar job center within a reasonable commute, in a part of the metro that historically did not have one.
Road access has improved recently. The Kissimmee segment of Cross Prairie Parkway recently opened, widening a former two-lane road to four lanes and adding an extension, improving the run toward Florida's Turnpike from this side of the city. Downtown Orlando is about twenty-two miles and half an hour in light traffic, and Cocoa Beach on the Atlantic is roughly sixty-two miles.
On schools, the honest framing matters more than the grade. The School District of Osceola County was rated a B for 2024-25, and it is building at extraordinary scale to keep up with growth, with several new K-8 schools opened in the last two years and a new high school under construction. The practical consequence is that attendance boundaries are actively moving and will keep moving. Never buy on a school assignment shown on a listing site.
The other Florida line item that surprises out-of-state buyers is insurance. The good news is direction: Florida homeowners rates turned in 2026, with the state-backed insurer cutting an average of nearly nine percent statewide that January and several private carriers filing decreases, including one specific to Osceola County. Central Florida is inland with no storm surge exposure, which helps considerably, but it is not outside hurricane wind exposure and wind is the dominant peril here. New construction with a current wind mitigation report and a new roof typically prices well below the state average. Get a real quote tied to a specific homesite before you contract.

Buying new construction with someone on your side
That is the short version. What follows is what representation actually changes once Hilliard Isle opens, because the money is not only in the commission.
On a community of this scale, the questions that actually move money are about phasing and carrying cost rather than finishes. Which phase is my homesite in, what is built around it on my move-in day, and how many years of active construction am I buying next to. Which amenities are delivered in phase one and which come later, and is that schedule in writing. Is there a community development district, and if one is created, what is the projected annual assessment split between operations and debt service. What is the flood determination on this specific lot and what does it do to the insurance quote. What are the HOA dues, what do they cover, and what are the reserves. What is the base price at each plan before options, and where does a realistically specified home actually land. And which incentives are real versus tied to using the builder's own lender. Every one of those has a document behind it, and reading the documents is the job.

Treat that teaser as the floor of a range that has not been drawn, because on a community with both townhomes and detached homes across eight phases, the spread between the entry product and a lakeside detached home will be substantial. For area context, the surrounding ZIP code showed an average home value near $378,000 as of January 2026, down about five percent year over year.
Is there a community development district here?
We cannot tell you yes and we will not tell you no, and the honest answer is worth more than a confident one. The county's published list of community development districts does not include a Hilliard district. But this community sits inside the City of Kissimmee rather than unincorporated Osceola County, so a district here would be created by city ordinance and would not necessarily appear on a county list. And at nine hundred acres and two thousand homes, this is precisely the scale at which Florida developers use district bond financing. A district assessment lands on your annual tax notice on top of county, school and city taxes, and on top of HOA dues, often for decades. Ask Pulte Homes in writing, before you contract, whether a district covers your homesite and what the projected assessment is.
How much are the property taxes?
More than you would pay a few miles away, and this is the cost detail most buyers miss entirely. Hilliard Isle is inside the City of Kissimmee limits. For 2025, the total millage inside the city came to about 17.41, while unincorporated Osceola County totaled about 13.85. That gap of roughly three and a half mills is somewhere near a thousand dollars a year more on a home with three hundred thousand dollars of taxable value, every year you own it. In exchange you get city police, fire and utilities. It is a defensible trade, but it should be a decision rather than a discovery. Separately, Osceola County voters were scheduled to decide a one mill school property tax on the November 2026 ballot, which if approved would add to the rates above. Confirm the current total rate rather than relying on any website.
Do I need flood insurance?
On this community specifically, that is a lot-by-lot question rather than a community-level one, and you should treat any general answer with suspicion. The surrounding ZIP code is characterized as minor flood risk overall, with about five percent of properties facing severe flood risk over thirty years. But a ZIP-level rating does not describe a lakefront parcel. Hilliard Isle fronts East Lake Toho and preserves a large band of shoreline wetland, so homesites nearer the water are materially more likely to sit in or near a special flood hazard area than homesites well inland in the same community. Get a lot-specific flood determination before you commit, and an insurance quote tied to that lot rather than to the community.
What is on the lake side, and is there a boat ramp?
East Lake Tohopekaliga is part of the Upper Kissimmee Chain of Lakes and it is genuinely good water: bass fishing, wading birds, and a quiet shoreline compared to the tourist corridor a few miles west. Public access today is at the East Lake Fish Camp ramp, and St. Cloud Lakefront Park and Marina sits at the lake's south end. What has not been released is what water access looks like from inside the community. Pulte Homes references lake access; how it is delivered, whether there is any community boating facility, and who maintains and pays for it are open. Earlier coverage mentioned a marina and current materials do not, so we are not going to tell you there is one. Ask, and get it in writing.
Where is it, and how is the commute?
At Simpson Road in northeast Kissimmee, between the Simpson and Boggy Creek corridor and the western shore of East Lake Toho. The locational headline is the airport: Orlando International is roughly fourteen miles and about twenty minutes in light traffic, which is a better airport position than most communities in this price range anywhere in central Florida. Lake Nona and its medical and research campus are about thirteen miles and twenty-two minutes, downtown Orlando about twenty-two miles and half an hour, and a Publix sits essentially at the entrance on Simpson Road. Worth knowing about traffic within the community: the entrances are planned off Simpson Road, and several adjoining local streets are designated for emergency access only rather than as through routes.
How are the schools?
Hilliard Isle would be served by the School District of Osceola County, rated a B for the 2024-25 school year. The more useful thing is the scale of what it is building: roughly two hundred new developments tracked, about thirty-two thousand new homes and thirteen thousand new students over five years, and a construction program scaled from roughly thirty million dollars to about a billion. Several new K-8 schools opened in the last two years and a new high school is under construction. The implication is straightforward: attendance boundaries here are actively moving and will keep moving. Never buy on a school assignment you read on a listing site.
