Most of the communities we track early have no builder attached yet, just an approval and a developer holding the land. River Oaks is different. The county's records name Pulte Homes, one of the largest homebuilders in the United States, as the party behind the plan.

That matters for timing. A national builder does not tie up hundreds of homesites it does not intend to build, and when a builder that size opens a community, it tends to move quickly, with a model home, a floor plan lineup and a first release arriving on a schedule rather than a maybe.

Being clear about what this is and is not: Pulte is named in the county's public documents as the party behind River Oaks. Nothing is for sale here yet. There is no model home, no price sheet and no floor plan library, and Pulte has not announced a sales launch. We name Pulte because the public record does, not because anyone is selling. That gap, between a builder being on the record and homes actually going on sale, is exactly the window this list is built for.

What is coming

A low-density community on the Nature Coast

The plan calls for about 670 homes spread across the property at a low density of up to roughly 2.5 homes per acre, on lots 40, 50 and 64 feet wide. That is a more spacious layout than the tightly packed subdivisions common closer to the coast, which fits the rural setting.

The plan also sets aside an amenity center, and county reporting notes it could include a swimming pool and other recreation. The specific amenities have not been finalized, so we are not going to promise a resort. What is on the record is the land set aside for one.

What has not been released: home designs and sizes, the amenity lineup, a phasing plan, a model date and pricing. Those come from the builder at launch, and the day they land for River Oaks they go out to this list.

Access is planned from State Road 200. This is the wooded, unincorporated part of Citrus County, so buyers here are choosing space and quiet over being in a town, and paying county taxes with no city layer on top.

The area

Living on Florida's Nature Coast

Citrus County sits on the Gulf side of Florida, north of Tampa and west of Ocala, and it is the heart of what the state calls the Nature Coast. Instead of theme parks and six-lane traffic, the draw here is water and woods: the spring-fed rivers, the state forest and the Gulf.

Crystal River, a short drive west, is the one place in the country where you can legally swim with manatees, and hundreds of them gather in its warm springs each winter. The Rainbow River near Dunnellon is a gin-clear, spring-fed run popular for paddling and tubing. The Withlacoochee State Forest, one of the largest in Florida, wraps much of this area in trails for hiking, biking and horseback riding, and the Gulf is close enough that fishing and scalloping are weekend habits rather than vacations.

For day-to-day needs, Ocala is the nearest larger city, roughly half an hour away, with big-box shopping, a growing hospital system and a regional airport. Tampa and its international airport are about an hour and a half south. That combination, real country on your doorstep with a city close enough for the things a country town does not have, is what keeps drawing buyers and, now, national builders to this county.

It has also long been one of the more affordable corners of west-central Florida to buy new, which is a large part of the appeal of getting into a community like River Oaks early, before a builder's first release sets the tone on price.

What you need to know

Buying new construction, the smart way

When River Oaks opens, the same rule will apply that applies at every builder's model: the person at the sales desk works for the builder, not for you. They are usually helpful and usually honest, and they still represent the seller's side of the deal. You are allowed, and smart, to have your own representation, and in almost every case it costs you nothing, because the builder budgets a cooperating commission into the deal whether you bring an agent or not.

The catch is timing. Most builders require your agent to register you on your very first visit. Tour or sign in alone and bring an agent later, and the builder can refuse to recognize them, and you lose your representation for that community. Get connected before you tour, have your agent register you, and let them read the contract and the addenda with you.
