That gap is the whole reason this page exists. The approved plan names a builder in its title block, and that builder lists no such community anywhere. Two names and a builder, all in a drawing nobody opens

Almost everything anyone knows about a new community comes from the builder's own marketing. Before that exists, the only description of the place is a set of engineering drawings filed with a county, and the most informative part of an engineering drawing is the title block in the corner.

On this project the title block says three things worth knowing. It carries the words "prepared for" and the name Holiday Builders. It carries the name Crescent Valley Ranch Subdivision. And it carries a second name for the same land, Sallie Grove Subdivision.

Here is what that does and does not establish. It does establish, as a matter of public record, that the approved plan was prepared for a named homebuilder rather than for a pure land speculator. That is genuinely useful, because it means a vertical builder was already involved at the engineering stage. It does not establish that Holiday Builders owns the land, is contracted to build, or will be the seller. The builder's name appears nowhere else in the case file, and the company lists no community by either name in this county.

The two names matter for a different reason. If this community launches as Sallie Grove, everything written about Crescent Valley Ranch becomes hard to find at exactly the moment it becomes useful. We track the property by its approval and its location as well as by both names, so a rename does not lose you.

What we will not tell you: that Holiday Builders is selling here, that a model is open, or that you can reserve a homesite. None of that is true today, and no document claims it.

About the plan

What was actually approved

Crescent Valley Ranch is a Planned Development on approximately 154 acres of unincorporated Polk County, assembled from a large number of separate parcels. The approved program is 350 single-family lots, at a density of about 3.7 units per acre, with lots roughly 40 and 50 feet wide. About 94 of the 154 acres are uplands, and close to a fifth of the site, roughly 18.75 acres, is dedicated open space.

The land use had to change before any of this was possible. The property carried a rural residential designation until the county commission approved a change to a mixed residential designation in early 2023. The Planned Development approval followed in August 2025, after the July hearing was continued.

The prior use shows in the engineering. The county record notes that the wetlands on the site are the result of earlier peat mining, which is a normal enough history for this part of Florida and one that shapes how stormwater and developable area get laid out. It is also why the upland figure matters more than the gross acreage.

One thing we cannot tell you: how the Planning Commission voted. Polk County has not published the minutes for the August 2025 hearing, thirteen months later, and the vote field in the county's own application record is blank. Rather than infer a tally we are telling you plainly that it is not public. What is public is the signed Final Order approving the project, and the absence of any appeal.

Read this before you search

The road is not the community

Search this community's name and the first results you get will be houses for sale. They are not this community, and the distinction matters enough that we are giving it its own section.

Crescent Valley Ranch Road is an existing, county-maintained road in this area, lined with existing rural homes. Those homes are indexed on every major portal and they turn over like any other resale inventory. A search engine cannot tell the difference between a road name and a subdivision name, so listings on that road dominate the results for the community's name.

Crescent Valley Ranch the development has no homes, no addresses, no listings and no prices, because nothing has been built. If what you are looking at has a street number on it, you are looking at the road, not the community.

There is also a Crescent Valley Ranch in Nevada and, separately, an unrelated Crescent Road case in this same county's planning records. Neither has anything to do with this.

Location and costs

The Ernie Caldwell corridor, filling in

The site sits west of Highway 547 north, between 3H Acres Road and Little Zion Road, east of Ridgewood Lakes Boulevard and just south of Ernie Caldwell Boulevard. The main entrance is planned as a driveway connection onto Lee Jackson Highway, County Road 547. Ernie Caldwell is the piece of geography that matters most, because it is the corridor that carries this area toward Interstate 4.

The neighbors are the best available guide to what this becomes. Astonia sits just north with 681 lots on about 160 acres. Graystone lies west of Astonia with approved plans for 740 units on about 230 acres. Ridgewood Lakes is the larger established development to the west. This is a corridor in the middle of being built out, not an isolated parcel, which is worth knowing in both directions: amenities and retail tend to follow rooftops, and so does traffic.

Crescent Valley Ranch has no price. On carrying costs: as unincorporated Polk County land, a tax bill would combine county millage, the school board, the water management district and other special districts, with no city millage. We checked the county's district records specifically and no community development district has been established for this project, which is not the case for every community in this corridor and is worth confirming again at contract, because a CDD assessment can add thousands a year on top of HOA dues.

We do not publish drive times to Davenport, Haines City, Lakeland, Orlando or the theme parks, because Crescent Valley Ranch has no assigned address or coordinates yet and any mileage would be invented precision. What is true and needs no number: the property lies just south of Ernie Caldwell Boulevard with frontage toward County Road 547.

What you need to know

Buying new construction, the smart way

Whoever ends up selling homes at Crescent Valley Ranch, the same rule applies: the person at the model's sales desk works for the builder, not for you. They are usually helpful and usually honest, and they still represent the seller's side of the transaction. You are allowed, and smart, to have your own representation, and in almost every case it costs you nothing, because the builder budgets a cooperating commission into the deal whether you bring an agent or not.

The catch is timing. Most builders require your agent to register you on your first visit. Tour or sign in alone and bring an agent later, and the builder can refuse to recognize them, and you lose your representation for that community. Get connected before you tour, have your agent register you, and let them read the contract, the addenda, and, in Florida, any CDD disclosure.

On a 350-lot community delivered in phases, the first release in each phase usually carries the best homesites and the most pricing flexibility. With two lot widths approved here and a fifth of the site in open space, the wider lots backing green space are the genuinely limited inventory.

What is Crescent Valley Ranch?

Crescent Valley Ranch is an approved Planned Development on about 154 acres of unincorporated Polk County, near Davenport. Is Holiday Builders building this?

We have to be careful here, because the honest answer is narrower than a yes. The approved site plan in the county file carries a title block reading "prepared for" followed by Holiday Builders. That is a real fact about the public record and it is the only place the builder's name appears in the entire case: not in the staff report, not in the Final Order, not in the application contacts, not in the county's agenda caption. Holiday Builders has published nothing about this community, and it does not appear among the Polk County communities the company currently lists. So the accurate statement is that the approved site plan was prepared for Holiday Builders, not that Holiday Builders is building or selling here.

Why does the site plan show two different names?

Because it does, and this is the most useful thing on this page. The title block of the approved plan carries both Crescent Valley Ranch Subdivision and Sallie Grove Subdivision, on the same sheets, for the same land. Neither is confirmed as the marketing name. In our experience a working name that appears alongside a second name on an engineering drawing is a strong signal that the final name has not been settled, and that whichever one goes on the entrance sign may well be the one nobody is searching for yet. We track this property by its approval and its location as well as by both names, so that if it launches as Sallie Grove, or as something else entirely, the people on this list still get told.

Is the approval final?

Yes. In Polk County a Planning Commission approval does not become final if someone files a de novo appeal within seven days, which sends the matter to the Board of County Commissioners to be reheard from scratch. We enumerated every appeal item on every county commission agenda since the start of 2025 and this project appears in none of them. The window closed in mid-August 2025, thirteen months ago. One documentary note in the interest of not overstating: the county leaves the "date rendered to the Clerk" line blank on the Final Orders it posts publicly, so effectiveness is established by the complete absence of any appeal rather than by a stamped date.

How many lots, exactly? I have seen different numbers.

350. Three figures circulate and only one is the approval. The Final Order and the county's staff report both say 350 lots on approximately 154 acres, and that is what was approved. A county case overview published for the earlier July hearing said 354. The original application filed in April 2025 said 385 units on 154.9 acres. Plans change between filing and approval, and this one did, twice. If you see 385 anywhere it is describing a request from before the project was reduced.

Where exactly is it?

West of Highway 547 north, north of 3H Acres Road, south of Little Zion Road and east of Ridgewood Lakes Boulevard, in unincorporated Polk County near Davenport. The main community entrance is planned as a driveway connection onto Lee Jackson Highway, which is County Road 547. Careful: is this the same as the homes on Crescent Valley Ranch Road?

No, and this is the single most likely way to end up looking at the wrong thing. Crescent Valley Ranch Road is an existing county-maintained road with existing rural homes on it, and those homes are listed and resold on the major portals right now. Search the community name and you will get them first. They are not this community. They are established houses on an older road that happens to share the name. Crescent Valley Ranch the development has no homes, no addresses and no listings, because it has not been built.

What is being built around it?

This is an active corridor and the county's own staff report puts the neighbors in useful context. Astonia sits just north, with 681 lots on about 160 acres. Graystone lies west of Astonia with approved plans for 740 units on about 230 acres. Ridgewood Lakes is the larger established development to the west. In other words this is not an isolated parcel, it is the next piece of a corridor already filling in with production housing, which matters for both traffic and for how quickly amenities and retail follow.

What was on the land before?

Agricultural land assembled from a large number of separate parcels, and the county record notes that the existing wetlands on site are from prior peat mining. The property's land use was changed from a rural residential designation to a mixed residential designation by the county commission in early 2023, which is the step that made this density possible at all. We mention the mining history because it is accurate and because it is the sort of thing that shapes engineering and stormwater design. No environmental finding of any kind has been published for this property and we are not implying one.

What schools would serve it?

Polk County Public Schools assigns attendance zones by physical address, and no addressed home exists here yet, so any school named today would be a guess. What the county record does say is that the zoned schools in this area were found to have capacity to accommodate the development at the time of review. That is a capacity finding, not an assignment, and this corridor is absorbing several large approvals at once. Run the specific address through the district's locator once addresses are assigned.

What about taxes and assessments?

As unincorporated Polk County land, a tax bill would combine county millage, the school board, the water management district and other special districts, with no city millage. Many Florida communities of this size also carry a community development district, which finances infrastructure through bonds repaid by an annual assessment on your tax notice, on top of HOA dues. We checked the county's district records specifically: no community development district exists for Crescent Valley Ranch. That could change, and if it does it will appear on the public record before it appears on your tax bill.

When will homes actually be available?

No date has been announced by anyone. The Planned Development approval is final, but the project still has to clear the county's later engineering and subdivision review, then platting and infrastructure. Access is currently planned from a county-maintained local road with a paved width of about 20 feet, which the county notes is not tracked for concurrency, so road work is likely part of the sequence. Treat any date you encounter as a target rather than a commitment.
